Regulation on the “Collection of Administrative Fines Imposed Under Law No. 4925 and Decree Law No. 655 on the Operations of Foreign-License Plated Vehicles” in Force

The Regulation on the Collection of Administrative Fines Imposed Under Law No. 4925 and Decree Law No. 655 on the Operations of Foreign-License Plated Vehicles ("Regulation") was published in Official Gazette No. 33041 dated October 8, 2025, whereby it entered into force.
The Regulation concerns the interagency data sharing, collection, and exit permits for administrative fines under Law No. 4925 on Road Transport or Decree Law No. 655 on the Organisation and Duties of the Ministry of Transport, Maritime Affairs and Communications issued to the license plates and/or drivers of vehicles which hold a registration certificate and license plate from the country in which they were registered and are temporarily permitted to enter Türkiye.
The Regulation stipulates that the fines can be paid to the following authorities:
► The institution which imposed the fine,
► Accounting units at the Ministry of Treasury and Finance and their authorised accounting officers,
► Tax offices,
► Banks or PTT branches authorised by the Directorate General of Accounting and/or the Revenue Administration,
► Accounting units at customs.
The fines can also be paid by debit or credit card at border crossings, which allow for such collection.
The regulation instructs that if the fine is reported through the Directorate General of Accounting's system, the customs administration shall not allow the vehicle to exit Türkiye until the payment is made.
