New Road Transport Agreement with Russia Ratified

10/11/2025

The "Agreement between the Government of the Republic of Turkey and the Government of the Russian Federation on International Road Transport," signed in Moscow on November 6, 2020, was ratified through Decision No. 10538, published in the Official Gazette dated November 8, 2025, No.33071.

The Agreement covers the transportation of passengers and goods by road between the two countries, and in transit through their territories, as well as to/from third countries by vehicles registered in either of them.

It provides for the establishment of a Joint Commission to discuss issues related to interpretation and implementation.

This Agreement, which, upon its entry into force, will replace the "Agreement on International Road Transport between the Government of the Republic of Turkey and the Government of the Union of Soviet Socialist Republics" signed on June 20, 1988, is expected to modernize freight and passenger transportation, facilitate border crossings, and strengthen the infrastructure necessary to achieve the projected trade volume of US$100 billion between the two countries.
